This is an awesome endeavor. Sorry your budget is so incredibly low, but perhaps I can put something together quickly.

Regarding the file format for the template~~ you mentioned in previous posts that an eps or pdf would be suitable. I would need to know if the eps or pdf files would be used in the background, over which you will type your articles, captions etc. in another software program.

What software program will you use?
And what operating system?
Are you on Mac or Windows?
What fonts would you use to type in your articles?

Giving you base art is not a problem. It's how that base art would be used going forward that will really define the look and feel of the magazine. In other words, it is not practical or responsible to alter the base art once the designer submits it and it is accepted/approved.
