I'm trying to explain about your problem.
- Color problem:
I think it's the color management that troubled you in this case. Since your graphic standard using gradient color (green and blue); you wont get the exact same color if you print using regular office printer. MS Word didn't have color management tools to handle that. Adobe pdf format should be fine if you set the color profile correctly.
- Fuzzy problem:
It's the resolution that causing fuzzy results. Your letter head should be under low resolution format (72 - 144 dpi); To avoid this the graphic should be under high resolution format (300 dpi).

There's no simple YES or NO answer unfortunately.

If production/output ICC colour profiles are embedded in the bmp, then it's possible, but not guaranteed...
bmp files retains cross-device/screen integrity, and overtime common deskjet and inkjet printers (haven't personally tried a LaserJet for this purpose) have learnt to reproduce it well.

But if you are going to use a commercial printer (that produces CMYK plates for pressing), results would still be highly unpredictable. If you know the commercial printer you want to use, ask them to send you their printing profiles/color policies (and send same here).

The BMP file should solve the problem of resolutions/blurriness.
But whether it solves the colour problem or not, is subject (first-order condition) to whether there's an embedded ICC profile... it helps pro design software figure out color conversion on their own... (second-order condition) it is also subject to how individual designers set up their design software.
My advice to any designer participating on this project is to tell their screens (the better-calibrated the better) to mimic print output at all times. On Adobe software, it's at VIEW —— PROOF SETUP, and at VIEW —— PROOF COLORS. There designers should then set their profiles to align with whatever specs your printer sent. It's also best to tick "simulate paper color".

To be honest, colour management is best handled as a very tight-knit triad collabo between the designer, the printer, and the project owner. Because it's best practice to have back-and-forth using hard-proofs (actual physical copy from the press) from the printer to evaluate what the designer needs to tweak if any. That's the ideal workflow, but in this case, the recommendations should suffice.

Thank you for the comments regarding the colour issue with the Gradient Colour. We would be willing to look at changing the graduating colour line to something sharper and more striking but still using the same colour scheme as it matches with our website design.
