Yes same design but wanting better quality then on the Word Templates provided - when we print they are all fuzzy

Finals need to be provided in Word Format so they can be printed to A4 Paper and PDF documents.

The problem with image files (PNG, JPGs, etc) is that they are created for screen display (Red, Green, and Blue —RGB— lights are added in different hex ratios to form screen colours), and therefore won't reproduce the same colours to the eye when printed on paper with ink (Cyan, Yellow, Magenta, and Black — CMYK — pigments are removed in different percentages to form print colours).
As you can see from the above, screen colours and print colours are two parallel lines with no direct equivalents. That's why vector files (usually produced in CMYK colours) are vital if maintaining colour integrity is important for you.
The alternative, like others have noted is to either provide the Brand Files/Specs/Guides that contain required CMYK or Pantone specs,
OR, to commission a recreation of the logos (I don't think that's feasible though given you probably don't have rights to all the logos for such).
What I'd recommend is to get in touch with all the institutions their logos are included for CMYK Color Specs at least. Most would gladly provide them (no brand likes their colors being "off-brand"). The RETEX colour is more complicated since its a gradient. Even Pantone specs won't be useful, I recommend only CMYK specs of the original Blue and Green used to create the gradient.
