The following information was listed on DesignCrowd website. Hope it helps.

What does Payment Not Guaranteed mean for designers? When a project is marked as guaranteed it means that the customer has committed to paying out a designer and has waived their right to get their money back. If it is not guaranteed, the customer can opt to get a refund of their money.
