do you need only splash page??

Yes, we only currently need the splash page. An additional "contact us" page would be nice but not required. We hope to use the style of this splash page for the entire site probably next summer.

Thanks for the invite. pls confirm this is for homepage PSD design only for this low budget; no CSS,XHTML or full website build with wordpress or coding involved as this is design competition

You are correct. We are only looking for the visual shell of a single page that can be a landing spot for interested parties. It will provide information for them to contact us (phone, email address), download an already built PDF, and know the project is moving forward. No full website build or such. Just eye candy. Next summer we will be moving forward with the full build-out and I would prefer to use the same person that generates the splash page.
