Why don't you scan the idea in and upload it to the contest?

But if you can scan in the sketch in order to send it to in email then you are able to upload to the contest. Save the scan in whatever format you choose then open with your Adobe software (or whatever you use) make sure the artboard / canvas is the correct size, save as a .png or .jpg and then upload to the contest.
