Postcard Design Brief

We need a postcard design for my insurance agency serving a customers in the Silicon Valley area of Northern California. My agency focus is a specialized niche insuring Condominium and Townhouse Homeowner Associations (HOAs) which includes coverage for the HOA Buildings and Directors and Officers. (We do NOT insure autos, single family homes, life or health insurance so please do NOT use any of these themes)
The postcard color theme should be based on the blue with gold/orange stripe color scheme on my website www.dandavisins.com where you can also learn more about my specialized insurance business which might be helpful in designing the postcard.
My target customers are HOA Board Members also known as Directors and Officers.
The purpose of the card is to persuade Board Members to call or email me to 1. ask a question or request information, 2. request an HOA insurance evaluation 3. request a quote.
I would like the card Headline
to be: Attention HOA Board Members...
I have included an attached document with some compelling questions and responses that can be used on the postcard Side A and Side B. In designing the cards take into consideration... if postcards are delivered with the Address Side up as sorted by the postal carriers then is the Address Side of the card most likely to be seen first by the customer? If so, then should the question be listed on the Address Side and the answer be listed on the other side?
My attached document also includes a reward as an inducement to call or email me. This inducement should be prominent.
The card should also request a phone call or email multiple times.
I want to use color on both sides of the card.
I want to conduct a split test for results based on card size so please provide identical or nearly identical/comparable designs for both Vista Print Small Card Full Bleed size 6.12"x4.12" with Trim Size of 6"x4" and Vista Print Oversize Cards Full Bleed size 8.64"x5.59" with Trim Size of 8.52"x5.47".
Both the Small and Oversize card should use the same question and answer and should include the same inducement: a $10 Starbucks Card to everyone who calls or emails. No purchase required. Limited time offer.
After we get the card size results then future designs will include a split test using different inducements/special offers.

Per Philip at Vista Print the correct card size designers should use is: Small Card Full Bleed size 6.12" x 4.12" with Trim size 6" x 4" Oversize Card Full Bleed size 8.64" x 5.59" with Trim size 8.52" x 5.47" I want to conduct a split test using identical or very similar designs with two size cards to determine best response.
