Project says Job Type CSS coded design only

Do you want a logo or a webpage?
The current budget suffices for homepage psd design with CSS only - not all pages designed or CSS coded or wordpress / backend or php integrated or any ecommece integrated for this small budget.

The picture I included with the project was only to provide you and understanding of the function of the site.I really don't like our current logo so please don't try to utilize the current logo font in the new design. Also, we have difficulty with users pronouncing the name of the site correctly. Phonetically it is pronounced eckwa Poll. It would be good to convey this in logo in some manner

Logo primarily. Page design to the extent you feel a change in colors would help
