Hey, sounds like an interesting project, but I'm usually iffy on projects that aren't guaranteed. You see, I've had two cases before where I submitted work for projects that don't guarantee payment, and both clients haven't even chosen a winner or closed the project (and it has almost been an entire year since the contests began). So I think I speak for every designer when I say could you please guarantee the project?
