This is the first brief of this kind for me, and in a perfect world, it would be a coded template so that I could, with minimal additional work, swap it in for the current layout.  CSS files and images.  Since it''s a fairly simple, static site and the pages are essentially all using the same layout, I didn''t think it would be a terribly onerous brief or something that would require complex coding skills.

Do you need the full webpage or web layouts..?

In a perfect world, we would ultimately like to provide our server person with the CSS files and the images and have him simply load the files on the site and have the new design render as it should.  If the design requires rework of the html, then that would need to be included as well.  We were hoping for a simple solution to "re-skin" the current content, i.e. CSS and image files, given the simple static nature of the existing site.  We are not looking for a wholesale change of the site, again, just what it takes to minimally implement a new look.
