Logo Design Brief

I need a logo design for a website called FOIA Mosaic. This website allows a user to submit a request for official government documents under the Freedom of Information Act (FOIA) or equivalent laws to many different government institutions at the same time. For example, if someone wants to request copies of official documents on a specific topic from every public library in the United States, the website allows the user to submit one request that will be distributed to every library simultaneously. In doing so, the website saves users the time that it would take to submit their request separately to each library (or other government institution, as the case may be). I would like the logo to reflect the website's values of simplicity, clarity, and efficiency, but I would also like the logo to have a mosaic element to it. The logo should appeal to professional researchers such as professors and journalists, and it should not use pastel or neon colors.
