We can not see all entry submited. We (designers) only know about total entry submited.
Low Start --> True, low start rating give bad influence to designer rating. Give good rating (4/5 starts) or rejected is better. If the concept design "not in line" or "what you are looking for" reject is fair. So we as designer know to submit with different concept.
And about feedback, you dont need to feedback all entry. Give feedback on only design that you need to "matching" with your concept, and give designer same advices to inprove and make it better.
