App Design Brief

Hi, im after app that works kind of like a 3 part form:

1.Office submit the job on the app ( customer name. customer address and description of the issue)
2. This then gets sent to the engineers who can see what jobs are available. they can then click on this job and then submit there details (for example how they fixed the issue, what materials have been used.
3. This then get sent back to the office for approval before they sent this to the accounts for invoicing?

is this possible?
