Logo Design Brief

I am looking to design a logo to be used in documents and printed on other medium (T-shirts or promotional material).
This logo will be used to communicate about an exercise that I am running for a government department.
The logo should be a 'cartoon' style piglet peaking through a circle, with the words EXERCISE PIGGYBACK being inscribed in that circle . I have prepared a concept of what this could look like (attached). This concepts depicts a 'cute' piglet with its ears and one trotter encroaching on the outer circle.
The photo is from the internet and I am looking to replace this with a cartoon style drawing, rather than a realistic image or photo.
This logo may need to be reproduced in several sizes, including embroidered on t-shirts.
If possible, i would like to be able to edit the text as I may need to add a year, i.e. 2020 or 2021
I have uploaded a logo that I have used in the past as example of the level of detail that I am looking for.
