Tattoo Design Brief

A design for the front of the neck, to wrap up the sides and drop as low as the collarbones. The Roman numerals are to fit just above the Adam's apple, while the bottom of the city outlines are just above the clavicle. Main components; Roman numerals, city outlines and wings.
What's required:
I would like the outer buildings in the city outlines to be taller than the inner ones, so as to match the way the wings are going up. The outlines also need to be as thick as the Roman numeral numbers.
As for the wings, the scapulars (condensed inner parts) need to go down roughly a centimetre further (1cm down on the neck) but still as high up as it is. So stretched down essentially. The outline of the wings needs to be a bit thinner but still thicker than the other two components.
Room for creativity:
The colour inside the black outlining for the wings. I thought grey would be best, but am open to whatever shade you think is best.
If anything, more buildings could be added. Stick with a similar theme to the ones already there, but more in behind them could be worth doing.
Besides those, any suggestions to improve the design would be well-received.

It is a very rough draft of what I had in mind. The bare bones of all components are there, but I mainly want it to be refined and turn out as beautiful artwork.
