As some of the other designers have mentioned already here giving blanket 1 star ratings on designers work will lower their overall rating.
If you don't like a design just eliminate it or at least improve the ratings for the effort the designers are putting in for you. On your budget you are virtually get work for nothing anyway. Designs withdraw.
