Poster Design Brief

I am in need of a professional comic book cover design. This design will be used as wall art, printed at 18" x 24" and framed.
My little cousin likes to create his own comic characters and for his birthday I want to surprise him by bringing a couple of his characters to life having an artist (you) design his very own comic book cover which I will display on his bedroom wall.
The design must be highly detailed with nice crisp lines, colors and shading. I want a design similar to what you would see on a Marvel or DC comic cover.
I have included images of his two main characters, however, I do not want you to use these exact images. The characters should not be just standing there. Instead they should be illustrated with action poses using their powers to fight an evil villain of some sort.
This concept was created in the mind of a child, so please do your best to incorporate his vision in to the design...
Cover Background:
The characters live on a large fictional island called "Southside City". It is connected to three other islands by bridges that span across a large body of water. He says that it is known as the hottest city in the world but it is very tropical. The skyscrapers are constructed of dirt, grass, and sand. Cars run on coconut oil (I'm not sure what you can do with this info...maybe a gas station that advertises coconut oil...maybe). You can include fictional landmarks or whatever, just add details that make a city a city.
There should be some kind of a battle going on so the city should have some light to moderate destruction. It would be nice to see a broken highway sign that says "Welcome to Southside City". LOTS OF SUBTLE DETAILS :)
Foreground:
My cousin has not created and evil characters yet, so when you draw him, have creative freedom. Just make it make sense. Keep in mind that the highlight of the cover should be his two characters (Voltage and Sun Fizz) and they should be the focal point over the villain. I want the cover to tell an interesting story on its own.
Use the character images attached as a reference but feel free to change it up. I only ask that...
Voltage:
Is an African-American teenage boy, must have a thunder bolt on his suit, shoots electricity from his hands and eyes, wears a mask and it would be nice to see him levitating.
Sun Fizz:
Is also an African-American teenage boy, wears a red bandana, fiery hair, red goatee, shoots fire from his hands, has red eyes (that do not look evil) and his attire should include some kind of flame....maybe similar (not exact, to Supermans logo only the letters SF in flames.

Other Info:
Attached are some images of comic book covers he likes. There is a QR code that should be included on the cover which has a short message for him and include a barcode. The barcode is just for show and should have the numbers: 0 9242002 201917 0 (spaced like that). I have also attached the border to the cover, please keep the colors the same because these are his favorites (the white background should be replaced with your art but not the white in the logo header.
I titled it B*Rand Comics which plays off his name; Brandon. Underneath that it says "Presents" but I have not figured out what to call it yet. I hope to figure that out soon and update the brief. If the template takes up too much space, feel free to shrink and move things around to make it work. The inside of the orange ribbon on the left side of the template should include an image of the characters (refer to the Marvel Comics examples attached).
The artist with the best quality, detail and show of understanding to what I am looking for will be selected. I have not added participation prizes but if there are some really good designs, I may just change that. But only one winner can be chosen as top. Please WOW! me.

9/17/2019 Update:
I will guarantee payment if there is at least one design submitted that I am willing to pay for. If the design submitted exceeds my expectations, I will raise the pay out for the winner. If I find myself having a difficult time choosing one winner, I will offer participation payouts for the top artists that showed they really gave effort to this cause.
