Your project is good. But to get good submission you may need to make the project guaranteed.

And one more IMPORTANT thing is that the mentioned budget is not a fair amount to design the 4 pages.
It is fair enough for HOME PAGE design only.

If you need inner pages design as well as HTML/CSS and Development then you may need to increase the budget.
