Kindly let me know either you are flexible to increase the budget or not. As without having additional budget we will not proceed on design.

For the programming/development side of things: we are working with the University of Southern IL to develop an online course using Articulate Storyline software, which exports into SCORM or xAPI. We need our WordPress website to be able to house a learning management system (LMS) that we can import our Articulate Storyline SCORM/xAPI files into. We do have a license for LearnDash plug-in to use if needed. Is this something you would be able to do (build a WordPress website that can house an LMS and help us import our eLearning/eCourse content (SCORM/xAPI files and our Articulate Storyline) into the site, and offer extended support (~6mo) as needed? If so, we do have a significantly larger budget for this type of contract...

The solution you're looking for is more of development and support than design (which is usually a one-off). I have a small team at "Hodessy" and we can create an awesome solution for you. BUDGET
The budget attached to this project is nowhere near service fee for the hours needed to complete this(even as it's a contest), and doesn't even scratch the surface on the amount to be spend on tools needed to get this done - i.e "tin canny reporting", & "uncanny learndash toolkit pro". But is is good enough for the design phase.

LMS:
For wordpress, you have chosen the best available solution (Learn dash) with various extensions for every feature you want. However, those extensions are very expensive as the above links, considering they will be renewed yearly. However, we can go with an alternative that's also very popular in the industry with almost all the features you need for a fraction of the yearly cost of using Learn Dash. (Free if you are on an active support subscription with us)

I am working on a design concept, if my design is accepted, the budget here is enough for the first phase of this project - the DESIGN PHASE.
