Dear Designers - Here's how you can submit animated GIFs to this contest.

Create an animated GIF and then upload it with the file renamed from .gif to .jpg

Our Submit Design page only allows PNG and JPG submissions, so by renaming the file, you are able to get past this check. But when the browser displays the image, it doesn't care about the filename, it examines the actual file, sees that it is an animated GIF, and shows it appropriately.
