Logo Design Brief

I am looking for someone to build a modernized logo for a traditional North American Fair. This Logo should be developed for use on clothing and similar merchandise and should have a distinctly "Retro" Feel.

The event is called Buffalo Days and it is held in Regina, Saskatchewan. Saskatchewan can be abbreviated to be SK.

This is a fair that includes, food, rides, games, concerts and agricultural events.

The new design should be built off the attached images.
Must include a buffalo in some form of cartoon feel and prospector holding an old riffle wearing a cowboy hat. Please see key design elements within the below images.
