Logo Design Brief

I am starting a new venture, the logo is for a new business starting in Benalla, Victoria Australia. This business is coming into an environment with an established competitor and is centered on providing value for money against a more expensive competition. Budget but still of respectable quality. Classy yet approachable and accessible to those with minimal financial resources.
Benalla is a rural city of approximately 15 thousand people. Known as 'The Rose City' due to it's Botanical Rose gardens and also is situated on a lake constructed by damming the Broken River. I have included pictures of these for reference. It would be great to incorporate a Rose into the logo, but if any inspiration can be drawn from the other elements in the photographs that's ok too. Please nothing to fussy or busy, and it needs to be a design that works well in silhouette.
I have also attached a couple of logos of other companies that are positioned at the same demographic in other areas.

Target Market(s)

This business is a start-up. Competitor is long establish and well connected. We will be entering the market with a very-price focused strategy. So our demographic will be among the price conscious. So it must be approachable, but without looking cheap.
