Web Design Brief

We need a web design for a service that we are providing to consumers. We have 4 products or packages that they can choose from. These vary in terms of inclusions and cost. The basic service that we off is that we interview, reference check and verify insurances on tradespeople before a consumer commits with a tradesperson to complete a job.
The web design will need to incorporate two databases. One database for the consumer buying the services and another database for the tradespeople that are being checked.
The cost will be charged to the consumer. The service will be free for tradespeople to join.
The services will be packages based on what the consumer is requiring. There are 4 packages at varying prices. We will need also need a page that has the payment portal.
We will need a rating system (stars or similar), the ability to upload documents, and to send communications.
