Web Design Brief

We need TWO coded web design templates (html+css format), i.e. one for the Top page and the other for the Content page, for redesigning our current website (http://www.ipc-watch.com/), which is a BtoC Japanese patent information service via email publishing.
Proposed templates must be:
1) Fully responsive
like this template -> http://demo-wp.net/rwp022/
Fine view must be kept on any device (PC, tablet, smartphone, etc.) with the latest version of any browser (IE, Firefox, Chrome, Safari, etc.).
Especially, we put the importance on how good it looks on a smartphone display.
2) Non wordpress template
You may use any wordpress templates as a reference.
However, proposed templates must NOT be a wordpress template.
3) Design taste = flat and simple
like the websites of DesignCrowd, oDesk, etc.
4) Colors (or color taste) based on the current website
THAT brown and THAT red have to be used as the basis.
5) Fully compatible for the double-byte character
Remember this is a Japanese site.
It is more preferably if you can also propose a Japanese font to be used on your proposed templates.
6) Entry field
We want to move the current entry field on http://www.ipc-watch.com/navi/navi_search to the redesigned Top page.
Accordingly, your proposed Top page template must include it.
7) Need NOT include contents (text, photo, etc.)
We now want just templates.
