We need a web design for a new project. The World Bank and the Municipality of Maputo has awarded Cardno a contract valued at US $1.1 million to provide consulting services for the design of the Partial Urbanization Plan (PUP) of the "Baixa", or central business district, of the historic capital of Mozambique - Maputo. The primary goal of the project website is to foster public engagement: generate public awareness and interest in the project, solicit public input and feedback, and encourage involvement and action related to the project.
We would like to see designs that mirror the colors of the city of Maputo flag (light green and dark green with yellow accents). The final design should be interactive and should communicate urban planning, development, and civic engagement.
We would like to use a simple, open source platform that will allow us to easily make text and image updates. We will not have an in-house web developer helping to manage the site, thus we need an easy way to access the content management system "back-end" or make simple updates.
Target Market(s)
Primary audience: citizens of Maputo. Secondary audiences: project staff, contractor staff, client staff, wider development community.

Requirements
Must have
- The website should have the following pages:

Nice to have
- The Homepage could use flash to slide through 3-4 photos automatically. The homepage would ideally have a top bar or side bar linking to the other webpages, with a road map at the bottom.
Space to put photos and text on each webpage.
The Events page could have a calendar to show when specific events are taking place.
