The brief says clearly Designer must submit HTML/CSS with design hence admin panel is our of scope.
Yes some designers try & lure you to give it free as they might have cheap ready themes available but not custom designs :)
Its your call but Let me know bcos many good designers will not like to even attempt the project if the workquantum is out of scope like above for the budget set.

If you want pre-designed wordpress themes, than you can get it.
But, i think you are looking for original creatives and NOT purchased themes which are slightly modified as per your requirements and provided to you on higher rates.

Hope you can understand the difference.
