The current budget suffices for homepage psd design only - not full site designed or css coded or wordpress or backend or ecommece integrated for this small budget
Also please arrange to guarantee the project if you want the best designers to work on it

I would like to have a one page wordpress theme personnalized by a designer. I don't really care if you use an existing wordpress theme, as long as it can be upgraded/customized later on using wordpress/admin.
must admit i don't quite understand you question.
Can you deliver a one page wordpress website design using an existing theme ?
