The current budget suffices for homepage psd design with CSS coding only - not full site designed and / or CSS coded or backend or ecommece integrated for this low budget

We currently have two websites, these sites are out of date and need a complete overhaul.
I am looking for someone to design something modern, professional and user friendly. This is the budget to see if I can find a great designer with great ideas to develop something beyond just a homepage design.

We are happy to pay more when we find a designer that suites our needs and has the expertise and enthusiasm to want to develop it beyond the homepage

I wont to modernise these, either by integrating both or keeping them separate and just modernising them and putting them into a format that we could use and have control of... i.e proactively find leads, live chatting with customers, blogging about new products etc etc

The project says - Payment Not Guaranteed

Unfortunately I disagee with this, I wont guarantee anything until im happy with what is being produced. We can say to a customer... unless you guarantee you are going with us I am not sending our a salesman because its a waste of my time and money.
I am very interested in a few project designs currently coming through and if you would like the work I can only verbally (virtually) tell you that I am extremely interest and have been impressed with some of the designs I have seen so far and that design crowd is looking to be a very good investment.
