How about people who are not Filipinos? This is a worldwide crowd sourcing website and this brief is shown to the whole world with various nationalities. If you just wish to get entries from only Philippine citizens, better if you could state it as your main rule of entering for the prize money. If not you will received tonnes of designs from all around the world.

tsaka isa pa pong question.. panu pag nanalo na ung entry sa ibang contest? di ba bawal ibigay ung "source files" nun kxe nabili na ng iba?
