First of all we should clear some things :
1) The work you needed is a purely development job. In case of development a website or WordPress website you need to pick or hire someone to do the job. There is no point to make a contest for the development.

2) The second most important thing is that when we start the development we need the psd file of the design you submitted. After that we will slice them and make HTML/CSS. After HTML/CSS the actual development will start.

3) There are two kinds of development , one is template making and another is full functional website making. In your case we think that you need a full functional website in Word-press. For this job we think that the budget is very very small.
